It is indeed. And in a perfect world it might well be enough to get her elected. But Nashville Metro government has never had a Republican elected mayor that I’ve been able to find.

Nashville hasn’t elected a GOP Mayor since 1886 (yes, 1886). We haven’t elected a GOP Congressmember since 1872 (yup, 1872), and that only because the Democrats split and ran two separate candidates.
