She didn’t have a good seal on the gas mask (you can see she doesn’t have it fitted properly) and modern riot suppressives in use in China can penetrate some plastics to start with. Further, the “visible” gas or smoke you see is only part of the payload. OC gas is basically invisible and modern riot suppressants carry CS *and* OC.
