Thanks for that link. It does show Baltimore is making some slight progress in moving from 9th to 8th. (ha ha ha) It also shows Obama’s Chicago at the top of the list.

Cynical me wonders which of Cummings cronies got the nice fat kick-back for “issuing” those municipal garbage cans. The community next to us just gave two big ol’ red trash containers (one with a blue lid for ‘recycling’) to every resident, I’m wondering if they had to pay for them & who benefited from that program.
