Trump’s new agency “rule” that requires immigrants to seek asylum in the first “safe” country they pass through has a huge loophole.
If the “safe” country rejects the asylum request, then the immigrant can continue on to the USA.
(1) The “safe” country does not want thousands of asylum seekers. Therefore, they have a huge incentive to reject as many asylum claims as possible.
(2) The asylum seeking immigrants do not want to stay in Guatemala or Mexico. Therefore, they have a huge incentive to make an asylum request that will be rejected.

The Guatamala agreement is bogus
The agreement will not be enforced and the outcome will amount to no change.
Absent real and destructive pain, there will be no change.
Diplomacy by lawyers accomplishes nothing except time is lost
