Well in a way that’s been going on. I mean say you moved to Idaho and got an Idaho DL and you had to surrender you CA DL whereby CA would asses a leaving fee.

I don't understand this "leaving fee" talk. Once you become a citizen of another state (DL or voter registration), how can your former state charge you a fee/fine for anything? How can they even collect it? There is NO fedgov law about this, so it's a State's Rights issue. Does AZ and NV have some type of agreement with CA?
