The more that can leave before the 2020 census than the more EVs CA loses ... all the better.
Even if they lose EV’s in 2020, it won’t help the elections in 2020, it will help in 2022 however!( The election is in 2020 same as the census but the new apportionments won’t take place until 2021 with the incoming congress. The Census numbers won’t be completed in time and I’m sure there will be court challenges.
