They aren't being ruled from Berlin either -- If they were being "ruled" from Berlin, then the Germans would have forced the Irish to give up their concerns about the border.

Germany runs a trade surplus with the UK, Ireland a deficit. It would have been in Germany's interest for the deal to go through - and that would have happened if Ireland agreed to the border.
