Between the Japanese and Royal Navies, they COULD keep the strait open.

Easily.

But they won’t. They would prefer to outsource it to us.

Do they pay us for the outsourcing?

The Japanese don’t have much direct interest in the Persian Gulf and little Japanese flagged shipping goes through there, IIRC. However, they not only have been massively contributing to the anti-piracy patrols around Somalia, they have done so to a point where they built a base at Djibouti to keep units on station.

They have also been committed to anti-piracy patrols in the Indian Ocean and Pacific since 2010. It’s not like they haven’t been doing things.
