Exactly right. It is logical to presume that the previous poor quality fence was built in high high traffic areas, deteriorated and needed replacement. A sensible planner would rebuild dilapidated sections in high traffic areas first, then move to areas where the traffic diverted after securing those bad sections.

While all of us would have liked 2,900 miles of new fence in four years, many posters have already pointed out all the multitude of enemies on this side of the fence thwarting that.

Some basic facts:

  1. The US-Mexico border is roughly 2,000 miles long.

  2. The border already has about 700 miles of often dilapidated & ineffective fencing/barrier.
This is the fencing now being replaced with Trump's new wall.

  3. Trump's 2018 proposal called for replacing 400 miles of existing fence and adding 300 miles of new fencing.
Totalled, that's 1,000 miles of border wall along the 2,000 mile border.

  4. Other documents say Trump's plan will build 864 miles of new wall and replace 1,163 miles of existing fencing.

  5. How much has been completed so far?
Hard to say, but maybe 100 miles with another 100 scheduled by end of this year and several hundred more next year.
The "low hanging fruit" here -- cheapest, quickest, most effective -- would be replacing existing fences in high traffic areas.
"FINISH THE WALL" will certainly be President Trump's campaign promise in 2020.
