Not sure why you replied to me with that. I don’t see where you addressed my point, being:
Illegal aliens may very will be included in the apportionment of congressional representatives. In other words, if California’s illegal immigrants turn out to number 1,000,000, then those million people may very well help California get more representatives in the House, even though they’re not citizens. I’m starting to think I’m not saying it clearly enough.

Illegals can be counted but it doesn’t matter.
What matters is the formulas that yield the ‘Apportionment Population’ (AP); that’s the official term and it describes the population of citizens entitled to representation in Congress.
The example I gave is a simple one:
400 million people counted total, living, breathing, broken down by formulas acting on federal databases as follows:
* 360 million estimated citizens by AP estimation formulas
* 10 million legal immigrants, green card holders, visa holders
* 30 million illegals or undocumented
The AP formulas will be used to apportion representatives, not merely from census survey data.
The beauty of POTUS’s move is that if Pelosi and her commie coalition complain about the AP formulas, then POTUS can come back and say let’s pass a law making it clear that citizenship can be asked on the Census.
If Pelosi says no, but she wants to ‘investigate’ the AP formulations, then she can subpoena the US community of PhD Statisticians that make up the advisory panels for Commerce. She will be crippled by persons having IQs making mincemeat out of her protestations. She hasn’t the acumen for it, not even close.
This is not a new thing.
Look up W. Edwards Deming who among many was a great, great influencer over many things, one of which was the US Census.
Trump’s use of the Commerce Depts numbers will prevent the illegal migrant count from affecting the apportionment results.
