ObamaCare doesn't require health plans to cover 26 year-old "children" because Congress thought it was important for them to have their health care costs covered.

This was done to increase the number of younger people in medical insurance pools who have almost no health care costs to deal with ... so they could effectively reduce the premiums charged for their aging parents.
