If you’re going to make unauthorized entry into the country legal, then legalize all forms of welfare fraud, tax fraud, street crime, drug trafficking, and all other currently illegal acts that the new immigrants need to support themselves once they are in the country.

Australia now as as close to an ironclad policy as the High Court will allow (we can never completely rule out they won't overturn something) that any person who attempts to enter Australia illegally by sea will never, ever be allowed to settle in Australia.
If it turns out they are actually a genuine refugee, we are obliged under international law to give them a safe place to stay and they and find them somewhere to go - but that safe place is off shore by arrangement with neighbouring countries, and they be resettled in some other safe country - even if that means we agree to take some refugees off that other countries hands in exchange to make it happen.
The idea is simple - to send a clear message that if you are a genuine refugee, and you want to come to Australia, do it properly. It is a very rare situation where Australia is the first safe nation, a refugee arrives in, because of simple geography - Indonesia may not be as nice a place to live as Australia, but it's not an unsafe hellhole. Seek asylum there - and maybe you will get to come to Australia, because we do resettle our share of genuine refugees. But do it properly - which means we have the chance to properly assess the claims, properly assess the person's background, etc.
Australia is actually generous when it comes to accepting refugees - but we do it on our terms. And because we insist on this, what we mostly get are decent people who just want to live a decent life - most of the problems we've faced have come from people who got in when the rules weren't as strict.
