I thought of that, too. Blacks really avoid answering the census each time and resent the invasion of privacy and intrusiveness by the government. There are ads and promotions to get them and others to “fill out the census”.
If illegals see a bunch of questions they may think it’s a trick to get them arrested and deported or jailed.
Also, we had a huge influx of illegals in our large apt. complex once. The mailman turned them in to Homeland Security but they were tipped off minutes ahead of the raid. One revelation: Some had 8 or 9 single mattresses as beds on the floor of one bedroom apartments. Shock to the dimwitted landlords. Mailman told me they stayed long enough to set up identify thefts and used our mailboxes to receive new identity proofs. Sordid.
It’s not worth it for them to even take the chance. Really? What do they care? By the way, HOW THE HELL ARE YOU?
Back President Trumps effort to make certain the census form contains the citizenship question in it and no reference to race. But to the country of where the respondent is a citizen of if not an American citizen.

One thing the Mexican Constitution has that we should consider doing.Mexico has no hyphenated Mexicans. They prohibit any reference to race when they conduct a census or issue any means of identification, Where a photo id is not available physical description is needed skin color yes but not by race but by nationality..
By doing this Mexico has avoided balkanizing, creating fractional disputes in areas where a given group in one of its states is a majority or a minority. Plus it could play a significant part in shutting down the political playing off racial divisions between Americans by the Democrats.

You may wish to re-read it. The clause you're talking about deals with denial of citizens' right to vote, it has nothing to do with whether aliens are counted for purposes of reapportionment.
How ‘bout:
“Are you now, or have you ever been a member of the CPUSA?”
What does "the basis of representation shall be reduced in the proportion which" have to do with the right to vote? Enlighten me.
I think they tried to say it would be a more accurate count, cost may have been part of, don't remember exactly.
Not sure if this is a bug deal anyway. Why would a a person here in the US illegally, complete a census survey?
Its a twofer...
1. If they dont have to answer IF they are citizens, they will fill out the census and be counted/represented. No fear.
2. If they HAVE TO answer citizenship question, and answer falsely, they have committed a crime. And if they answer correctly, DOJ/ICE now knows how many AND their address.
So #2 is why the RATS dont want the question on the census... that way they get to count ALL illegals.
Read the whole sentence: "But when the right to vote at any election for the choice of electors for President and Vice President of the United States, Representatives in Congress, the executive and judicial officers of a state, or the members of the legislature thereof, is denied to any of the male inhabitants of such state, being twenty-one years of age, and citizens of the United States, or in any way abridged, except for participation in rebellion, or other crime, the basis of representation therein shall be reduced in the proportion which the number of such male citizens shall bear to the whole number of male citizens twenty-one years of age in such state." (Emphasis added).
"... the basis of representation therein shall be reduced...." It's clearly talking about voters for President, Vice President, and Representatives in Congress being reduced based on the proportionate number of citizens to the total number of inhabitants. Other actions made it clear that it did not pertain only to males or a minimum age of 21. This means that only citizens count in being the electors for these Federal offices.
