I would guess that in most states the governor would step in, but Oregon has a dim governor and it is my recollection that she is as nuts as anyone.
Oregon Governor Kate Brown wasn’t elected, she “stepped into” the office after Kitzhaber resigned, facing an ethics investigation by Loretta Lynch’s DOJ.
Kitzhaber was a moderate Democrat & had been longest serving Gov i.e. reelected by voters in Oregon history.
Charges were dropped as soon as he agreed to resign & let Brown take over.

Kate Brown is a proud bisexual. Among other achievements, she finagled her state health dept’s allowing Medicaid to pay for 15 year old transgenders to “transition” -— without their parents’ permission.
IIRC this was done by executive fiat, or by changing health dept regulations, not passage of legit legislation.
