Where is the resistance against these terrorists?

Unwilling to go to prison, that's where. Make no mistake, in Portland if you punch Antifa in the face, you're going to prison. If you run one over with your car while they're blocking traffic, you're going to prison. They own the cops. They mayor kisses their ring. The Chief and the Mayor would prefer that conservatives, Trump-supporters, and patriots just stay away from Portland.

Andy Ngo is being accused of "instigating" the attack on him. It's a common accusation thrown at people who find themselves beat up by Antifa.

I would guess that in most states the governor would step in, but Oregon has a dim governor and it is my recollection that she is as nuts as anyone.
