If just one more refinery closes down, we will be in a serious hurt. The government will have to relent or we will have to outsource the refining which is a national security risk.

Not an overnight solution.
If that refinery closes, and the refining margin (or crack spread, the difference between oil costs and value of refined products) rises, it benefits other refineries.
