Back in 2006, I took a bus tour of the British Isles. We were in Londonderry, and our tour guide for the walled part of the city, ended up being an Asian-looking guy with an Irish accent. He told us his mother was Chinese, and his father Irish.

Was playing a round of golf at a course across the street from Marian University here in Indy. Were on the back nine and the pipes started up. Whomever was playing was quite good, and provided a most fitting soundtrack to the back nine for a quite enjoyable sunny day.

Bagpipes are historically played at some funerals, wonder who he has in mind. More like played by marching bands driving the Army forward against the enemy.

Of course there IS classical pipe music, piobaireachd or pibroch in the vulgar parlance, a/k/a "ceol mòr" or "great music".
It's characterized by a theme (called the "urlar" or "ground") and a prescribed set of variations. It's fiendishly difficult.

And usually the tune is “Amazing Grace”, made popular by the Royal Scots Dragoon Guards pipe band back in 1972.
Often imitated but nothing like the original.
