That's the first thing that I thought of when I heard about this in Oregon.

State police outside of the states borders have no such jurisdiction unless the governor of that other state grants authority in writing. There can be arrest warrants issued that other states law enforcement can employ but there needs to be a judge involved and a law (typically a felony) broken. There is interstate hot pursuit jurisdiction but this doesn’t qualify.

That was my first thought too, and my brother in Oregon clued me that both parties there do it a lot. This is the second time it’s happened this year.
