Despite more than nine years of implementation in Richmond alone and major funding commitments by local governments and organizations, there have been no major studies of the organization or its program’s impact on violent crime.

One assumes if it was working they could come out and say so without hiding behind the lack of studies.

As my candidate suggestion for this apex lunacy...establish a bounty on liberal politicians and use that money to pay gangland killers to not kill anyone. No extra burden to the taxpayer other than the burial fees for the politicians....

It is articles like this that should be used to warn children about the dangers of Drug Use.

Fresno is a Shall Issue County, put a $500 Bounty on Gang Members and watch how fast it is cleaned up.

In Richmond, the stipend for high risk individuals giving up violent activity ranges from $300 to $1,00 each month, depending on their progression in reaching personal and professional goals

Just off the top of my head:

The former convicts contacts friends and makes them this offer.

I get you in the program and you kick back 20% to me.

Tell me that is not going to happen.
