What obligation does another country have to abide by sanctions imposed by the U.S. government?

Two problems. First, we defend Europe and spend lots and lots of US taxpayer money to do it. Second problem is that the EU is talking out both sides of its face. If the EU wants to crawl into bed with the mullahs, they are free to do it. Just don't take our money while telling porkies about what you're up to and conspiring against US interests. If the EU wants the mullahs, then it can dissolve NATO and pay for its own damn welfare state.

We don't "defend" Europe at all. We basically occupy it to ensure peaceful co-existence among countries that used to fight major wars among themselves every few decades.

The U.S. doesn't have all those military bases in Europe to defend Europe against Russia. We have those bases there to defend Europe against Germany.
