all Fedgov contractors have to have drug testing and since marijuana use is a federal crime, any contractor who has employees who test for positive for marijuana use will lose fedgov contracts.

Correct this ‘law’ is directed at private or state employees, not Federal employees or contractors.
The same way it’s still illegal to have marijuana, even legally obtained medical marijuana at the airport security checkpoint area. Security is a federal jurisdiction , while the airport itself is not. So, one can walk into the airport with it, but can not go thru security with it.
