If I lived there I would care, but I don’t care, because the results would be the same.

Except I wonder if all the residents of OR are aware of the treachery their leaders are pulling off.

There is, but its complicated. Rather than mess up the summary, I refer you to the Wikipedia article on this:

It's scary stuff. It would surely wind up in the Supreme Court, but that's a crapshoot IMHO affected by elections and illnesses as much as by the intent of the Constitution.

You might call that “COLLUSION!”

Yes, there is a provision. Article I sec 10, para. 3 No state shall “enter into any Agreement or Compact with another. (without consent of Congress)
