The simple answer is yes, of course they can, and they do. It is usually illegal, but not always. According to federal law, non citizens are expressly prohibited from voting in federal elections in the United States.
Currently, 12 states and the District of Columbia allow non citizens to obtain drivers licenses. Oftentimes, these illegal aliens are added to the voter rolls at the time they renew their drivers licenses without any attempt made on behalf of the government to verify their United States citizenship. Thus, this loophole in the system is part of the problem.
This loophole exists in California, where voter registration forms are sent out along with drivers' license applications, no citizenship proof required.
California also encloses voter registration questionnaire with all welfare/medical information. Recipient can check box that they are registered voter or not, if not registered they will receive a letter to register/form. Illegals get free Medical and food stamps, hence undocumented /illegals vote in California and have done so for years, plenty of assistance to register illegals to vote.
There are actually people just figuring this out?
I don’t see any other solution to this invasion than a war. Obviously the powers that be want us dead. Either we die quick or slow,this can’t go on forever. The powers are gonna wait us out until there’s not enough of us to fight. Somethings gotta give.

One of my colleagues’ brothers is a lawyer/lobbyist representing farmers in the Pacific Northwest. He says there is a LOT of vote fraud going on with illegals voting in that area. Like California, they pretty much get registered automatically and no one checks.
WE get it but unfortunately for us and our beloved America, most of the rest of the country, (including too many conservatives) don't.

Question: If the 2020 is held in Spring, does that give the government time enough to compile the data and recalculate each state's number of representatives / electors (based on population) in time for the November election?
I was under the impression that the process took more than a year, so the earliest election affected by the 2020 census would be 2022.
Probably much worse than you believe, particularly as white and male becomes a less significant demographic and electoral force. There are strong historical grievances, real or imagined, against this demographic that could result in consequences of outright oppression if not worse as the white male demographic recedes and ages. History teaches us that all societies need a scapegoat and I think I know where the next one might be coming from. I sincerely hope I am wrong for many reasons.
One thing is for sure. The founding fathers never imagined this abuse. And in most ways they did not protect against it. The census will count all of these illegals and the states with higher population counts will get more representatives. And it would take a constitutional amendment to change that. The founders never imagined that our leaders would destroy our nation in this way.
