Mexico already got the word from Congress that they will stop Trump. They have no reason to negotiate now.
I doubt Congress has enough votes to override a Trump veto.
Trump did say the 5% surcharge will start on Monday. He is not kidding.

Plus — based on media coverage — Mexico probably expects Trump to be gone in a year and half ... which is why China ain’t playing ball.
He should let congress know, that if they pass a bill to override his tariffs on mexico, that he will be left with no other recourse than to shut down the border completely.

Actually you don’t know that and as many have said the votes are not there to stop him and others yet have said Trump is well within his authority to do do this and he cannot be stopped by the Congress unless the change the laws.
Thankfully this president is not afraid of the Congress and will do what it takes to keep his promises. If it means pissing off his own Party then so be it.
