San Francisco to force treatment on mentally ill drug users

SAN FRANCISCO (AP) — San Francisco officials decided Tuesday to force some people with serious mental illness and drug addiction into treatment, even if it goes against the spirit of a city known for its fierce protection of civil rights.

Several members of the Board of Supervisors voiced deep concerns Tuesday about the possibility of taking away a person's civil liberties, but the proposal for a pilot program passed 10-1.

Mayor London Breed and other supporters say the move — known as conservatorship — is necessary to help people who are often homeless, addicted to drugs and have a mental illness, making them a danger to themselves.

"Allowing people to continue to suffer on our streets is not acceptable or humane, and I am glad the Board of Supervisors supported our approach to finally make a change," Breed said in a statement after the vote.

A big factor is probably the numerous conventions cancelling their events in San Fran owing to poo poo, needles, aggressive begging and General Scummery.

Back in the days of wider institutionalism, there were horror stories about inmates. I’m thinking late 1960s and 70s muckraking.

But I think such problems were probably somewhat limited and although some folks suffered, society as a whole was benefiting when the mentally ill were in facilities designed to treat the mentally ill.

If we once again institutionalize people, hopefully we can minimize the horror stories. But in any case I think the situation will have to be better than our current situation.

I watched a very sad documentary title "Seattle is dying" on youtube.

Seattle property crimes were second only to San Francisco. Homeless camps and trash and needles were everywhere because police were told to stand down. People in the camps were saying everyone in the camps were using drugs. Repeat offenders were routinely not prosecuted. The city had refused to prosecute if you had drug possession below a certain threshold. And dealers knew the threshold and had adapted accordingly.

State Hospitals.

CA was once the envy of the nation in that regard. Crazies were institutionalized until such time as 2 doctors agreed they could take care of themselves.

As many as 25,000 at any one time. And good care too.

But then the state Supreme Court intervened during the Reagan term and ordered them all released and the hospitals closed.

Reagan took the full blame for it, but was opposed to the ruling he was bound to uphold.

Thus the homeless mess the cities now find themselves in.

Right. They must be cured though, not permanent suffering inmates of CA mental hospitals as they did in the '60s

The ACLU (sic!) stopped such mental health care years ago. We bet they’ll stop it again now. But it could help. It might even help some politicians too

Your point is well taken. I would take a guess that between hotel property taxes, tourist tax revenue, and general tourist business....the city is missing at least five to ten million over the past year as negative commentary has started up.

But I’ll suggest this too. Once you say that the cops are looking for mental cases who do drugs, and that judges will assign them to a enclosed clinic for up to 90 days...there will be a sudden departure of half the ‘problem-children’. They will board buses to reach Portland or Seattle, and deposit themselves there. The rest will get smart after a couple of months.

This whole game is mostly to ‘scare’ people into thinking they will be forced into drug treatment...so they’d want to leave for a non-stringent city.
