People are presumed to intend the natural consequences of their actions.

It has always been obvious to anyone that the necessary result of giving Iran $150 billion was that Iran would have more to spend, and would therefore spend more, on its terror proxies around the world, on buying more and more powerful conventional weapons, and on developing nuclear weapons.

Therefore that must have been what President Obama intended when he gave them the money.
