Most all of that Obama-cash was flushed out to the VIP class and their friends (if in Dollars or Euro), then sent out of country to safe banks in Dubai...awaiting the economic downfall of the regime. The banking system in Iran has no ability to survive....the public now believes mass chaos is just around the corner.
