the very first EO that Obamatrd ever made was the very first day in office: seal all his records EO 13489.
I just read it. Did it quickly so I may have missed something. Its seems it only applies to Presidential Records only. Anything prior to Zero being president it doesn’t apply to. Even if someone wants to interpret it that way, a presidential EO can be undone by another president’s EO. Just like this one undid Executive Order 13233 of November 1, 2001.
He needs them to prepare a defense for whatever the House intends to use them for.
This makes them presidential records.
He then archives them under EO 13489 and asserts executive privilege.
He best hurry as he's running out of time.
My understanding is that every new President has the option of doing the same. Carter, Reagan, Bush 41 and Bush 43 did it, as well. When they do it, they must revoke the previous EO.
On each EO there will be a statement of revocation and it will list the previous, in effect, EO number. You can search based only that number and get results.

From what I've been able to find out, the opposite is true.
The executive order made it harder, not easier, for Presidents to seal their presidential records.
But as a birth certificate isn't a presidential record, most likely it wasn't affected by the order.
