I just read it. Did it quickly so I may have missed something. Its seems it only applies to Presidential Records only. Anything prior to Zero being president it doesn’t apply to. Even if someone wants to interpret it that way, a presidential EO can be undone by another president’s EO. Just like this one undid Executive Order 13233 of November 1, 2001.

When the President tried to rescind one of Obama’s executive orders recently, a federal judge ruled that it could not be rescinded because Obama “obviously meant for it to not be rescinded”. “The wording of President Obama’s 2015 and 2016 withdrawals indicates that he intended them to extend indefinitely, and therefore be revocable only by an act of Congress,” said Gleason, who was nominated to the bench by Obama.”
