The tariffs are collected by US Customs as products pass from Mexico into America. The tariff, in this instance a Mexican Products tax, is paid by some American individual or company. Generally, the tariff paid by the importer is passed along to the individual end purchaser, the Guacamole eater in the avacado instance.
Since Americans are paying the tariff, there is no Mexican money involved. The tariff in no way obligates Mexico to pay anything into our economy especially not to build the wall.
