I guess you missed the parts where he said he could not pursue obstruction but Congress should since there were many instances of interference.

Mueller said he doesn't want to testify before congress... that's a message...

His job is done. His report stands on it's own.

Democrats want him to go after Trump even if it's outside the law AND outside what he's allowed to do. Mueller has explained to them that he can't go beyond the law and why he can't go beyond the law. And what the law allows and what it doesn't allow.

He has followed the letter of the law. His part is over. I don't see how it could be interpreted any other way...

It's sad but what liberals will hear is that we must continue on and 'get' Trump because that's all they're capable of hearing... Mueller said the trip down this path has produced nothing that can be prosecuted. Period.
