Of course it is pure speculation on my part but I believe the moment the source of a nuclear device detonated on our soil or perhaps that of our allies is known a like retaliation will (must) occur.
It is necessary that our enemies current or future be absolutely convinced they will be utterly destroyed if they attack us using nukes.

China NEEDS a war to help cure its overpopulation. Problem is, if they fight us there will not be much left for the survivors. They should take on India instead, since the Indians have the same problem but fewer nukes.
