As a conservative I can see this as a nice gesture to a kid.

If this happened once or twice, without any creepy words, sure.

But when it happened repeatedly, with the creepy compliments, and it is the same behavior he engages in with legal-aged women...

...well, that's a sign of some serious behavioral issues.
