If it’s targeting someone like Justice Roberts,say a few days before he writes a brief on obmacare, can it go back historically and find out everything he did,like smuggling his kids in from Ireland,or does every detail have to be fed into the machine?
They were probably spying on Trump since his Birth Certificate days and found he was thinking of running for President. No telling how long they have been spying on him.
As I understand it, there is a large intelligence agency computer complex somewhere in Colorado. It has access to ALL electronic communication in the US, and all internet traffic passing through the US. It permanently stores at least some of this data. It obviously has a large number of computer banks and very large storage capacity. This is so large, that a major high tension power line is required just to supply enough electrical power to run it.
It takes a court order from FISC or a criminal court to access this data if it is based on a US citizen. Apparently data from a party outside the US can be accessed at will. Apparently this HAMR software makes the query to the data base quite simple. You simply enter a date range and identifier, and, poof, you have all that happened with the identifier within the dates.
If the "outside US person" is communicating with an "inside US person", the identity of the US person must be "masked", and not revealed to the requester. This is why the unmasking requests have become so important. The unmaskings by Obama officials were excessive, and also data were leaked to the press.
