Open hacker chat rooms come and go at a fast rate. The reason I take notes on them is because the disappear regularly. There are by invite only hacker chat sites that have been around for a long time. Clicking on them will not get you in but will most likely get you on a .gov list unless you are very very careful. One of my good business friends is an IT security guy and he tracks this stuff daily. He will send me a link now and then that I only open with a machine setup by him to be “safe”. The one site that I noticed Hammer on is long gone.
