Federally, yes. But does that federal limitation apply to the States? For that/ matter does the NY constitution specifically ban bills of attainder? I’d hope so, but don’t know so.

State | Article I, Section 10: No State shall ... pass any Bill of Attainder, ex post facto Law,

This is a slam dunk Section 1983 violation. President Trump could IMMEDIATELY arrest and imprison most of the government of New York State.

And that is an encouraging thought.
