Federally, yes. But does that federal limitation apply to the States? For that/ matter does the NY constitution specifically ban bills of attainder? I’d hope so, but don’t know so.

Federal | Article I, Section 3: No Bill of Attainder or ex post facto Law shall be passed.

State | Article I, Section 10: No State shall ... pass any Bill of Attainder, ex post facto Law,

It would if that provisions has been incorporated to the states by case law. If it hasn’t been it might be soon.
