Also, my first thought.

Why do we even have states anymore? The Nanny government in Washington has all covered.

Because Congress won't rest until everything is a federal offenses, and there are no more state offenses.

Because they can.

Because the constitution doesn't enumerate this in any legislative power, so by golly, they have to prove their worth by adding more unconstitutional edict - and the [federal] courts will encourage them to reach even further.
