I thought Well Regulated was how well the cylinder lines up with the bore.

Well regulated in the 18th century speak means having engaged in practice, maneuvers, range time and other such coordinated training. I'm still waiting on my Constitutionally mandated range time.

Most states already have very generous (that is, Normal and proper) concealed carry laws today. There are only a handful of states where the citizenry is disarmed outside of their homes....it sucks for them, but do we want to bet the farm for those states?

But those few states contain about half of the nation's population.

But those states' citizens have decided to not push for concealed carry. Many states' constitutions have a right to keep and bear arms. If they lack it, then either amend the constitution or move. That's the essence of state's rights.

To be clear, it's not that I WANT may issue states to continue he denying their citizens' their civil right. It is that the current SCOTUS make up is too close for my liking to rule in a case like this one.

I ran the numbers. Those states(California, Delaware, Hawaii, Massachusetts, Maryland, New Jersey, New York, and Rhode Island) total 26% of the U.S. population, as of 2018.

Not quite as bad as you thought!

Doesn't help much if you are being oppressed in one of those states, though.

South Carolina doesn’t recognize my California permit

Since California doens’t recognize anyone’s, that I know, there’s no reason for SC to recognize Cali’s. Quid pro Quo, in its most basic form.

It all comes down to the state legislatures. They meet, they talk, they agree or disagree. Simple as that.
