This isn't really true. Mueller wasn't even around until almost three months after Sessions' recusal. Rosenstein appointed special counsel and Mueller and Andrew Weissman created the special counsels search for obstruction show. Sessions abandoning his job as AG meant these people had free-reign for nearly 2 years

Sessions recused himself on March 2nd of 2017.
Mueller wasn't appointed until May 17th.
