That seems to me like his impulses in this regard were fully in control when his wife was around, which rather strongly suggests that he was simply doing what he thought that he could do without consequences because of his position.

Joe should be groping for a living with TSA at the St. Pete airport and living in one of the nearby nudist colonies. He would be very happy with that life.

Joe sees himself as ‘master of the universe’ -strong and virulent before the world. This is why Joe publicly gropes before the cameras. He believes he is showing himself in a ‘powerful’ position’- one who is able to grope without getting busted. In his feeble old mind, Joe’s become invincible.
His groping and ‘flashing’ of his body is actually a form of bullying to boost his ego. Wonder what his Dr. Wifey thinks? She could probably care less and is just happy that he is running because they will rake in millions, win or lose.
