When McCain got his copy, he ran with it straight to the FBI, like a fool, a gave it to them as evidence, not knowing it came from them in the first place.

In my 80 years here in the USA, I can't think of a single period where that statement would not be true.
There is a cancer within our gubamint that is consuming our rights, freedoms, liberties and futures.
It is born of a desire to control every facet of our lives.
It knows no party lines and is well funded by its very own intended victims and generous donors from both within and abroad.
It carries a standard that says ‘We can do no wrong.. as long as you ignore us’.
If you call them out, they will defame and seek to destroy you. They have no shame.
If people are too stupit to get it, that's their deal.

If there is one thing that pisses of the boss its a subordinate/underling doing something stupid, illegal, or contrary to policy that puts said boss in a bad light or in a difficult situation. Nobody (boss or not) welcomes career threatening events. In my experience (which is apparently a lot different than yours) senior managers may be a little clueless at times (on that point we agree) but you will definitely get their immediate attention if you screw up to the point where they might get called on the carpet to explain why something went terribly wrong and embarrassed the entire organization.
I don’t know what agencies you worked in but career federal bureaucrats are, in general, people who like the job security and benefits of their positions (sinecures). They are not motivated or incentivized to put their bosses careers in jeopardy. Its much safer for them to play by the rules and get approvals, especially for anything that poses the least bit of risk. These people are not risk takers that go rogue without writing memos, attending briefings, and getting approvals (even if some of those things are done sub-rosa).
If there’s one thing most bureaucrats understand (and fear) its the concept of risk. From their viewpoint they are comforted by having their secure jobs and have too much on the line to throw it all away by ignoring their bosses.
Most agencies take on a life of their own. They inevitably dedicate themselves to empire building, expanding their role, increasing staff and devising an unending list of programs (often referred to as “investments”) they want to pursue. The agency becomes an organism to be fed, nourished and protected. And then the desire for raw power and control creeps into it.
It is an insidious progression that always leads to abuses and corruption. Right now there are four pretty obvious examples: FBI, DOJ, State Department, and the IRS. All have engaged partisan politics to preserve their own interests.
Sorry, my experience in the Public sector is different.
Maybe you worked at a different (municipal/State/Federal) level.
To wit:
Two elected officials task their bureaucrats to draw up an implementation plan for their joint initiative.
Bureaucrats apply their personal bias and/or union bias to draw up a list of reasons why the initiative is doomed to fail and they will loose the next election.
Bureaucrats cannot be terminated.

I worked in/for some agencies whose senior managers trusted contractors more than they did their own career bureaucrats. They were smart enough to know the bureaucrats had deep seated, self-interested biases and were only interested in protecting themselves, building empires and advancing their careers. Contractors have biases as well, but theirs are usually financial in nature so they’re easier to figure out.
Never trust a bureaucrat. LOL
