I don’t think he’s running to win the Presidency.....he’s just the Dems cowboy to gather the voters from all the other minority running candidates,( who are running out there to pull minority voters from Trump), and corral them under one roof to then vote for the DNC’S Already ‘predetermined’ candidate THEY want to win the primary.
Good God, the man is such a flake (Maggie Thatcher called him to complain about Trump!) that is almost scary he can even get on the ballot!

I think your idea is partially right, but I think there’s another angle: self preservation. He’s in up to his plugs in the anti-Trump shenanigans, and a lot of it ties into the deals his son had with the Ukraine and the fact that Biden actually publicly threatened to withhold foreign aid from them if they didn’t go along with his desired candidate in their elections. This is all going to come out if a full investigation is conducted.
On the DNC level, I think the plan is for him to draw support and then hand it off to some other candidate (probably Michelle Obama). On the Joe Biden level, I think it’s to document his irrationality, so that he can then plead illness, senility, or whatever when his past catches up with him.
