I’m thinking true believer. Kelly is a symptom of the difficulty of hiring competent and loyal GOP staff in DC. They’re either incompetent, like Bannon, Sessions and Gorka, or disloyal, like Kelly and Mattis. Rare are people like Stephen Miller and Bob Barr.
