Maduro controls the functions of government, and as such controls the flow of goods that come and go to and from that country. We have no mechanism to ensure the weapons get to the right people and not Maduro loyalists, Chinese, Russians, Cubans and the elements of Hezbollah currently there.

One thing we have to do - we, meaning the US - is prevent this from being another Bay of Pigs, where we encouraged the opposition, promising to be there...and never showed up.
The US is a weak and unreliable friend. Cuba knows it, Russia knows it, and Trump should change that narrative.
