There’s some point last year where some things were put on display, and Rosenstein’s whole reputation/government retirement was put into question. I think he came to realize just how badly he’d screwed up, and fell over himself in cleaning up what he could. This is just another example of cleaning the mess.
Rotten Rod acts as if he was a bystander the past 2 years. Many of these Democrat crimes were committed on HIS watch. His inaction makes him equally culpable.

1) The optics of him standing behind AG Barr during the release of the redacted version of the Mueller report took away a major talking point from the Left to claim that Barr somehow doctored the report on his own.
2) Rosenstein may still be on the job because he is dropping a crapload of dimes on his cronies in the DOJ and FBI regarding the illegalities committed to instigate and maintain the Trump spying.
Rosenstein is still on the job because no one better will be confirmed by the useless GOP Senate. It’s simply not worth the battle to fire him and confirm his replacement under those circumstances.
