China's Ministry of State Security successfully obtained State Department internal documents from an embassy office manager who was paid in cash and gifts, according to court documents in the case of Candace Claiborne, a spy for China since 2007.
Claiborne, 62, a former State Department office manager posted to both Beijing and Shanghai, pleaded guilty on Wednesday to a single conspiracy charge of defrauding the government by lying to federal agents about extensive contacts with two MSS intelligence officers.
"Candace Marie Claiborne traded her integrity and non-public information of the United States government in exchange for cash and other gifts from foreign agents she knew worked for the Chinese intelligence service," said Assistant Attorney General John C. Demers. "She withheld information and lied repeatedly about these contacts."
The government did not charge Claiborne with espionage and she had claimed in interviews with the FBI that she only passed unclassified State Department information to the MSS.

If you want to understand what defines treason go read the Burr Trial. John Marshall set the bar very very high! Basically you have to be in the act of waging war against the US. Not even planning to like Burr, Wilkinson (Commanding General of the US Army) & Blennerhasset were accused of doing. Even then somehow (There were clearly political reasons!) the Confederate leadership didn’t qualify! So given those precedents treason is a hard charge to make.
Wilkinson was amazing! Not in a good way!) If number of national scandals & anti-US conspiracies count for anything one could argue he out did Arnold! And he always seemed to come out of it smelling like a rose. After the Burr trial he continued to get trusteed military commands & court martials where he was always exonerated. Possibly he was the original Hellary Clinton!

While that may be true technically and constitutionally, we know the Congress has either tacitly or overtly approved of past presidents having the power to unilaterally declare war on another country, or to involve the US in such wars covertly
In other words you are correct, but Congress has quietly been ceding their Constitutional authority over the past several decades. In fact, Congress exercises very little of the authority the Founders have given them, and are very happy to let the courts, media, and Executive Branch do the job for them.
She may be giving up some additional names of bigger fish.
The State Department hasn’t been working for the citizens of the USA since at least the GHW Bush administration.
