PYONGYANG, North Korea (AP) North Korea announced that it has test-fired a new type of tactical guided weapon. The Korean Central News Agency says Chairman Kim Jong Un observed the firing of the weapon Wednesday by the Academy of Defense Science. The agency reports that Kim said "the development of the weapon system serves as an event of very weighty significance in increasing the combat power of the People's Army." The agency says Kim mounted an observation post to learn about the test-fire of the new-type tactical guided weapon and guide the test-fire. The announcement came after reports of new activity at a North Korean missile research center and long-range rocket site...

It’s a strategic strategy, just like Russia-Iran. Use a proxy to attack the early warning and C&C complexes of your enemy. Then after your proxy is destroyed in the retaliatory strike exercise the mutual defense treaty to launch a full scale strike on your enemy.
NK is China’s proxy force against the US.

Its not an icbm. They can make all of the shitty cruise missiles they want. Who are they to waste them on? Any of the powers in the area would make short work of them.

Probably couldn’t reach Japan, unless they sailed them there, and the Japanese Navy wouldn’t allow that. Do the Japanese have a Navy?

I doubt it will be a major deal breaker if it is tactical in nature instead of strategic.
What do people generally feel it will be?
1) He could chose to ignore.
This is in and of itself a tactic. He would have to suppress his propensity and need to tweet out his reaction and thus set in stone US policy on the development. Silence is an option.
2) He could continue to cajole, flatter and appease.
This is proving to have its limits but again, it is an option and we will soon know.
3) He could drop the carrots and return to sticks.
By that, it could be an impulsive tweet really angry at Rocket Boy (for sure he is going to feel some level of embarrassment), or announce some ramping up of sanctions. From there on, it will develop invariably into the usual 'tit for tat' and we will be back where we were in spring of 2018.
Who knows how this will shake out? If one truly grasped the nature of Kim Jong Un, and his family dynasty, this was probably only a matter of time. Or it might be an incremental testing, another in a long series of temper tantrums when they don't get their way, to pre-position additional diplomatic talks in their favor.
Need more information. Tactical is the operative word. What is the range of this weapon and what does it do? The Pentagon claims it could not detect its launch.
