Frankly, hats are not supposed to be worn in public buildings anyway, at least that is how manners used to work. I am still shocked when hats are worn in church. (I am old)

I remember when I was a small child, my dad had a bowler up in the closet my mom told me he only wore on job interviews, but I never saw him wear it, so I had a poor example, haha.
I remember watching all the ladies in the Andy Griffith Show and later on Little House wearing hats to church, and saying I ought to be able to, also.
My parents never let me wear hats, and I didn’t until my head sunburned one day after playing ball all afternoon, and now I enjoy them in almost all settings. :-)
I assume you mean by men.

As head coach of the NFL Houston Oilers and New Orleans Saints Bum Phillips refused to wear his trademark Stetson in either teams domed home fields.
When asked why he didn’t wear it in the dome he said “mama taught me to take off my hat in the house.”
