“He said his company has 12 workers involved in the refurbishment, though none were on site at the time of the fire.”

Several questions immediately came to mind when I read just that one statement.

The workers knocked off between 5:00 and 5:30 pm local time.

The first alarm was at 6:20 pm......................

They should have had a fire watch on site for 2 hours after the end of all welding/burning activities.

They were not there at the time of the fire,but when they left at 5:30 they left all their hot tools,generators and all the extension cords,probably all overheated
